Calgary Municipal Land Corporation ("CMLC") is a public land development corporation created by The City of Calgary, as sole shareholder. The CMLC will be accountable for the development and sale of land transferred from The City of Calgary and the implementation of public infrastructure improvements in The Rivers District. The mandate of the Corporation includes:

  • Coordination of all activities required to execute public infrastructure projects including: utility installation, road construction, park development, public art, environmental remediation, municipal facility relocation, and affordable housing.
  • Coordination of all activities required to execute priority projects as determined by Council and Administration including: EastVillage Infrastructure works (relocating and upgrading utilities; flood proofing; relocating the LRT spurline; preparing district energy piping; constructing a stormwater retention wetland; local parks and the riverfront promenade; and the Riverfront Avenue connection), and the Riverwalk.
  • Coordination of all activities required to execute the 4th Street Connector once approved by Council.
  • Disposition, exchange and acquisition of land necessary to facilitate the orderly development of public infrastructure or accelerate land value appreciation.
  • The use of proceeds from land sales and leases to finance future infrastructure projects.
  • Leasing of land or space to third parties.
  • Liaison with other orders of government, to obtain Federal and Provincial financial assistance and utilization of Federal and Provincial Programs.
  • Coordination of strategic sites with other public agencies or private entities: the urban campus, Calgary Public Library, a parking facility and the Calgary Police Headquarters as an example.

Calgary Municipal Land Corporation is a wholly-owned subsidiary of the City of Calgary.

CMLC is not part of the City Clerk's advertisement, recruitment and appointment of the Boards, Commissions and Committees process. Public members are recruited through CMLC and are appointed at the Annual Shareholder Meeting.

A director must be over 18 years of age.
At least one-quarter of the directors must be resident Canadians.
The Directors are to have experience and skills in the following areas:

  • government relations,
  • finance,
  • legal,
  • real estate,
  • land development,
  • engineering/construction, and
  • communications/public relations.
