The Calgary Subdivision and Development Appeal Board (SDAB) is a quasi-judicial board established in accordance with the Municipal Government Act and The City of Calgary Bylaw 25P95.

The SDAB hears appeals regarding decisions made by The City of Calgary subdivision and development authorities and renders decisions based on the evidence presented.

The Board is independent from The City of Calgary Planning Department and is comprised of public members. The SDAB makes decisions in an impartial manner and applies the principles of natural justice and procedural fairness, which includes but is not limited to: the right to a public hearing; a duty to be fair; the right for all affected parties to be heard; the right to an adjournment if the SDAB determines it is merited; and the right to legal counsel.

Board Information

Term length: 1 or 2 years, effective January 1 to December 31

Term limit: A member of the Board shall not serve more than a cumulative maximum of 10 years.
Any years served by a member of the Board prior to January 1, 2016 will not be included in the calculation of the maximum cumulative years.

Composed of a minimum of fifteen (15) to a maximum of twenty-five (25) members.

Weekly, generally every Thursday at 8:30 a.m. Occasionally, meetings are held on Tuesdays at 8:30 AM in addition to the Thursday meetings.

Currently, all meetings are being held virtually utilizing the MS Teams platform.

The quorum of the Board, or of a panel of the Board, is three (3) members of the Board.
Despite the above, the quorum of the Board, or of a panel of the Board, is one (1) member of the Board for procedural and jurisdictional matters in relation to an appeal.

Internal – Adjudicative

Must be residents of Calgary and at least 18 years of age.

Indigenous persons who may reside outside of Calgary but are residents of the Calgary surrounding area within the Treaty 7 region, including those Indigenous persons who belong to the Blackfoot Confederacy, made up of the Siksika, Piikani, Amskaapipiikani and Kainai First Nations; the Îethka Nakoda Wîcastabi First Nations, comprised of the Chiniki, Bearspaw, and Goodstoney First Nations; and the Tsuut’ina First Nation, and those persons who are Métis, including citizens of the Otipemisiwak Métis Government residing in Foothills Métis District 1, Medicine Hat Métis District 2, Red Deer Métis District 3, Rocky View Métis District 4, Calgary Nose Hill Métis District 5 and Elbow Métis District 6.

The following persons may not be appointed as members of the Board:
(a) an employee of the City,
(b) a person who carries out subdivision or development powers, duties and functions on behalf of the City,
(c) a member of the Calgary Planning Commission, or
(d) a member of Council.

TIME REQUIREMENT
For Members:
     o    Approximately 12 hours per month (varies) with a total of approximately 150 hours per year.

For the Chair and/or Vice-Chair (includes attending hearings and special meetings):
     o    Chair: approximately 70 - 80 hours per month (varies) with a total of 800 – 1000 hours per year.
     o    Vice-Chair: approximately 30 – 40 hours per month (varies) with a total of 350 – 500 hours per year.

In the event that a member of the Board is absent from two (2) meetings of the Board at which they were scheduled to attend without first providing the Chair with notice of and reasons for the member's absence (the sufficiency of such reasons to be determined by the Chair in their sole discretion), that member of the Board shall be deemed to have resigned their position as a member of the Board.
